I was wondering if anybody knew of a contacts organizer for the PC which could import / export contacts to a Windows phone 8 please?

Outlook is not an option.

Paul, the last time I looked into this there was no direct way to copy contacts from a Windows PC to a Windows phone and vice versa. You have to upload your contacts to M$ servers using a 'Windows Live' account (or however it might be called by them), then you can download them to the other device.
