The major problem with this is something called Traffic Officers.
The Governments have been cutting them back all the time.
You never see any here at night at all, so not much chance of getting caught.
Not that my comment is an invite to drink and drive.
A heavier Police Presence on the road is the answer IMO.

A personal thought obviously.
