Why do they put these signs out on roads when, for example, there has been resurfacing?

My thoughts are that if you cannot detect that there are no road markings then you should not be driving

I know what you mean, and have wondered the same. However, there are a few around who would overtake in a dangerous place, and then after crashing, say they didn't know it wasn't safe and there should have been double white lines. That excludes the people who wilfully ignore these kind of markings, but maybe this is why?
