Surely it can't be that complicated for the sellers / dealers to understand.
If a V6 car is 8 years old then it should have 8 stamps in the service book and the belts changed otherwise the car hasn't got FSH

It's possible that many people read it as 'full' insofar 'as is available'. Maybe it does not necessarily mean 'fully' as in 'fully serviced according to manufacturers' recommendation'.
Another example of word creep.
