Front Fog lights staying on by old 75 owner

My rover 75 2.5 V6 has been sitting a year or two and the front fog lights are permanently on, even with the keys out and the car locked. The wiring around the lights and ECU (Engine Control Unit) looks dry and the bonnet switch has just been replaced. When the problem first started first started, the fog lights would flash and the alarm would go off, now the fog lights stay on and the alarm works fine. The rest of the car is perfect. I switched the relay for another one and it made no difference.
Could it be wiring, ECU or fuse / relay box?

Maybe take a look at the wiring under the drivers side light, it could be chaffing on the arm, also check the grey plug connected to the fogs lights on the passenger side behind the bumper.

The connectors that Steve refers to above might benefit from a dose of electrical contact cleaner, just a thought.
