I doubt that your corrective measures will be sufficient. You'll need to implement some highly complex processes, no one understands, and some new levels of management to vent some hot air.
You will also need to appoint an ombudsman to check progress and ensure everyone is doing what they should. The ombudsman shouldn't have any powers or be able to do anything should they manage to find anything wrong
